The United Nations Security Council has voted 14–0 to extend the mandate of the International Security Assistance Force (ISAF) in Afghanistan by another year.

The resolution says the Security Council agreed to, “extend the authorization of the International Security Assistance Force, as defined in resolutions 1386 (2001) and 1510 (2003), for a period of 12 months beyond October 13, 2007.”

Although Russia has veto power on the Security Council, it abstained during the 14-0 vote on September 19th.

Russian Ambassador to the United Nations, Vitaly Churkin, told RIA Novosti Russia abstained because of what he called, “the unexpected inclusion in the document of a sentence expressing appreciation to NATO …. “including its maritime interdiction component.” “

Part of Resolution 1776 (2007) reads, “Expressing its appreciation for the leadership provided by the North Atlantic Treaty Organization (NATO), and for the contributions of many nations to ISAF and to the OEF coalition, including its maritime interdiction component.”

Media reports indicate this section of the resolution provides support to Japan in a domestic dispute in that country over refueling of U.S. and other ships in the Indian Ocean. Japanese government spokesperson, Kaoru Yosano, told Reuters the resolution was welcome, adding, “It is very important that Japan’s refueling activity was evaluated highly by the United Nations and members of the U.N. Security Council.”

“A decision was made to give priority to domestic considerations of some members of the United Nations,” Churkin told Agence France Presse. “The unity of the Security Council has been sacrificed to undue haste.”

Even before the Security Council vote, Japanese officials hoped the resolution would clear the way to extend a naval mission assisting U.S.-led Afghanistan military operations, showing support for Washington and averting a conflict in the Japanese in parliament as a new government begins its mandate there.

The leader of Japan’s main opposition Democratic Party, Ichiro Ozawa, has opposed extending Japan’s mission to refuel coalition ships in the Indian Ocean, in part because he says the activities lack a direct U.N. imprimatur.

Although expressing concerns about the resolution, and calling for future decisions on the issue to be made “by consensus”, China supported the resolution.

The resolution extends the ISAF mission mandate under Chapter VII of the UN Charter until October 13, 2008.

Expressing its concern about all civilian casualties, the resolution, condemns “in the strongest terms all attacks, including Improvised Explosive Device (IED) attacks, suicide attacks and abductions, targeting civilians and Afghan and international forces and their deleterious effect on the stabilization, reconstruction and development efforts in Afghanistan,” as well as “the use by the Taliban and other extremist groups of civilians as human shields.”

The resolution also calls for ISAF coalition members to, “sustain their efforts to train and empower the National Police and other Afghan forces.”

ISAF currently has approximately 39,000 troops deployed in Afghanistan. Its mission, as stated on the ISAF web page, is to, “conduct military operations in the assigned area of operations to assist the Government of Afghanistan in the establishment and maintenance of a safe and secure environment with full engagement of Afghan National Security Forces, in order to extend government authority and influence, thereby facilitating Afghanistan’s reconstruction and contributing to regional stability.”

On Monday, Australian telecommunications company Telstra has introduced dual carrier HSPA+ standard for broadband Internet business customers in the Next G network. This is the first time this technology is being introduced on national scale. The bandwidths the users can deploy increased into two to three times, with Telstra becoming the world’s fastest national mobile broadband service. The switch started with enabling the service for premium users. After some feedback, Telstra may expand the plan.

The higher speeds for wireless are intended to simplify and ease multitasking of users.

John Paitaridis, Telstra’s executive director, network products and services in Enterprise & Government, said “One of the reasons we decided to launch first to Enterprise And Government and Business customers is that clients are saying that their ability to access applications quicker makes a difference to their business and when they start to equate time savings and doing calculations around productivity it does become a return on investment.”

Telstra Business Group Managing Director Deena Shiff also stated that the efforts aren’t as sudden as it might seem, having feedback of many users as the base.

Australians are telling us they can’t afford to be tied to the desk all day and these new speeds mean they can now access mobile broadband at speeds typically reserved for the office. We have been deploying the high-speed capability in the network since December 2009 and now, with the launch of the new Ultimate USB Modem, these new speeds are available to customers across all capital city CBDs and associated airports, selected metropolitan areas and in more than 100 regional locations. These high-speed zones cover approximately 50 per cent of the Australian population and match the areas of highest customer demand and will make the frustration of waiting around for files to download a thing of the past. In other metropolitan and regional areas, the Telstra Ultimate USB Modem offers typical download speeds ranging from 550kbps up to 8Mbps… Our customers have told us that they want higher speed mobile broadband so they can work more flexibly outside of the office and we are delighted to be the first in the world to offer these new blistering speeds on a national network. Previous modems were able to reach peak speed 21Mbps, with real life speeds ranging from 0.5Mbps to 8 Mbps. The theoretically expected maximum of the new technology is 42Mbps with user speeds varying between 1.1 and 20 Mbps. The new speed is twice as fast. This is caused by that the dual-carrier “Evolved High-Speed Packet Access” technology allows networks to send and receive wireless data using two channels simultaneously. This technology can be deployed on Next G networks. Telstra switched to them in February, thus making the switch to HSPA possible now.

Telstra delayed the implementation of the new technology until elections end. This decision was intended to avoid wrong interpretation of them by Coalition. Coalition’s claims include that wireless networks can be an alternative to the Labor party “fibre-to-the-home” proposal to introduce more expensive wired Internet. The announcement of the new technology, initially planned on August 25, was delayed, with Telstra spokesman Craig Middleton explaining, “We just didn’t want to feel like we were influencing the [telecommunications] debate.”

The political parties have different plans on development and funds on the Internet. The Labor party aims to spend AUD 43 billion to bring 1 Gbps wired Internet nationwide, and the Coalition plans to spend AUD 6 billion to introduce a variety of improvements including upgrade of existing copper Internet as well as expansion of wireless Internet to support 12Mbps. Opposition leader Tony Abbott has said in the past that Australians shouldn’t assume wireless technologies won’t ever be comparable to fixed-line technology. Telstra’s upgrade shows that wireless broadband is reaching the 100 Mbps minimum speeds promised by Labor’s national broadband network.

Telstra has only 2000 devices which support the new technology. This is why the opportunity to try it out is being given only to the Business plan customers, and they receive it for the same price as they were paying for the previous NextG plan. Since October 5, the device will be available for sale, with the Business customers able to buy it with 75% discount and a prepaid data allowance. The upgrade is expected to cover roughly 50% of the population. This is happening at the same time as one of Telstra’s competitors Vodafone is doubling data download quotas on mobile cap plans.

As some testing showed, real life download speeds reached only about the half of the maximum. Telstra executive director of wireless Mike Wright explained that the predicted figures were the estimates, with real life speeds lower due to interfering environmental conditions: “It’s possible to achieve better than the typical user speed claims, but those claims occur in the ideal network environment with good signal quality. When you’re out on the streets you get a lot of variation where the network is subject to signal quality, your location and the network load.”

Much of the interior of New South Wales, Australia continues to be affected by floods caused by heavy rains. With more rain predicted, the Australian Bureau of Meteorology has issued a flood watch for all western flowing rivers in New South Wales from the Namoi River in the north of the state to the Murrumbidgee River in the south.

Coonamble, in the central-western plains district of New South Wales, has been isolated by major flooding of the Castlereagh River. The State Emergency Service estimates that around 2,760 people are currently trapped in Coonamble. Mudgee, Canowindra, Eugowra, Dubbo, Wellington, and Young have also been severely affected.

A number of major highways in Western districts of the state have been closed or had diversions put in place, including the Newell Highway near Mirrool Bridge, the Castlereagh Highway between Gilgandra and Walgett, the Oxley Highway between Gilgandra and Warren, and the Lachlan Valley Way between 28km north of Cowra and 6km South Of Gooloogong. A number of local roads have also been affected.

Emergency Management NSW has declared the local government areas of Mid-Western Region, Weddin, Wellington, Warrumbungle, Cootamundra, Coonamble, Harden, and Young as natural disaster areas where significant damage to property and infrastructure has occurred.

Evacuation orders have been issued for parts of Wagga Wagga and parts of Coonamble due to flooding.

The SES is advising people who require assistance due to flooding to call 132 500 and to contact 000 for life threatening emergencies. For road closure information, residents are encouraged to contact their local council.

The government of Abu Dhabi in the United Arab Emirates has agreed to give US$10 billion to its neighboring emirate, allowing the state-owned Dubai World conglomerate to repay its immediate debt obligations. Dubai says more than $4 billion of the injection will be given to Dubai World’s property firm, Nakheel, to repay its Islamic bond that matures Monday. The remaining funds will go towards additional expenses.

News of the last-minute bailout caused Asian stocks to rebound and pushed European shares up, which saw gains for a third straight session. Markets in the UAE also rose, with Dubai’s index moving up by 10 percent and Abu Dhabi’s jumping by seven percent. Despite the good news, Algebra Capital Managing Director Dino Kronfol says Dubai is not out of the woods yet. “This is not something that is going to be resolved in a matter of weeks. It’s going to take some time,” Kronfol said. “It’s going to involve restructuring and we’ll have to see how that transpires. But nonetheless, this is a positive development today.”

The situation is completely different from just a few weeks ago, when Dubai World shook up global markets by asking for a standstill on its $26 billion debt. The government of Dubai made matters worse when it announced it would not guarantee the state-owned company’s bills.

Dubai World’s creditors still need to approve the standstill and effectively have until December 28 to make a decision. That is when the grace period of Nakheel’s bond ends. The government of Dubai has issued a new law allowing the conglomerate to file for bankruptcy if its restructuring is not successful. But Kronfol says, if the process focuses on necessary aspects, it will succeed.

“If the restructuring actually deals with Dubai’s contingent liabilities,” Kronfol said, “as a long-term solution, this actually really will help put the whole debt situation of Dubai behind us and really allow the markets to look more positively at 2010 and beyond.”

Government sources say Dubai World’s restructuring process could include asset sales, but they would be limited to the Nakheel and Limitless companies and not include Istithmar World, which owns U.S. Luxury retailer Barneys.

Wal-Mart Canada’s first three supercenters opened in Ancaster, London and Stouffville, Ontario.

The idea originally started in the United States in late 2005 and was announced that it would be arriving in Canada.

Flat screen TVs suspended from the ceiling will feature a television network, featuring fashion shows of Wal-Mart’s clothing lines, TV commercials featuring brands the retailer carries, and corporate messages.

With an expanded selection of electronics, hardware, home and housewares, the Wal-Mart supercentre could be compared to Future Shop, Home Depot, Home Outfitters, Shoppers Drug Mart, and Fortinos. The supercentre has wider aisles, higher ceilings, clear signage, and cash registers in selected departments such as electronics and clothing.

“Our goal is to become the one-stop shop for customers,” said Mario Pilozzi, chief executive of Wal-Mart Canada. “You see how fresh that is today? We are going to maintain that freshness in these stores.”

Wal-Mart’s Canadian supercentres are more sophisticated then their U.S. counterparts, because Canadian grocers have created higher expectations among the average consumer, company officials say.

However, Wal-Mart openings are controversial in many communities. Activists claim they can be detrimental to local economies, driving out locally owned businesses, lowering wages, and leading to suburban sprawl.

Wal-Mart already has plans to open fourteen new supercentres in 2007, of them Scarborough, Sarnia, Brampton and Vaughan will be early in the year.

Residents of the suburb of Minyama, Australia have come to a compromise with restaurant chain McDonald’s.

A 24 hour store was planned for the suburb but the fast food giant backed down agreeing that the store will only open overnight on Fridays and Saturdays. Every other day it will be open from five in the morning to eleven at night.

As part of the compromise, a walkway connecting the suburb’s main road to the residential area near the new McDonald’s has been closed off. “They will all be restricted to Nicklin Way,” said John Meyer-Gleaves, a spokesperson for protest group Say No To McDonald’s, referring to late night customers.

The group also managed to get a higher wall placed between the store and the residential area to cut noise and light pollution.

In December, Sunshine Coast Regional Council knocked backed the then-proposed store with mayor Bob Abbot expressing concern about its proximity to a residential area.

“I’m pretty sure I’m the only councillor who already has a 24-hour McDonald’s in my division, we have enough issues with that one, and this is overkill,” Councillor Chris Thompson, Division 4 in the Sunshine Coast Regional Council, had said about a 24 hour seven day a week store at Minyama.

The 24-hour McDonald’s in Councillor Thompson’s division, Mooloolaba, is part of a larger complex and does not back onto residential premises.

Pakistani security forces, aided by artillery and tanks killed 38 Taliban insurgents today in two separate attacks near the Afghanistan border in the Orakzai district of the North-West Frontier Province of the country, according to government officials.

Security men say that Orakzai, located to the southwest of Peshawar, became a Taliban stronghold since the army led offensives against other Taliban areas in different parts of northwest Pakistan.

An army checkpoint in Sayd Khalil Baba village was attacked by militants early on Sunday. However, security troops killed 26 insurgents with artillery fire, according to Samiullah Khan, a senior administrative official in the area. Sajid Khan, another government official of Orakzai told the Reuters news agency that scores of militants attacked the checkpost in the village on Sunday morning. “They used rocket-propelled grenades, mortars and machine guns, but our soldiers’ response was quick and tough,” he added. Ten militants were wounded in this attack according to the latter, who is based in Kalaya, the district’s principal town.

Within hours, a military convoy was ambushed by Taliban attackers in an adjoining village. At least a dozen insurgents were killed in this attack, according to local authorities. Officials said only Pakistani soldier was injured in the attack. There was no confirmation of the figures provided by administrative officials available news agencies, as journalists are prohibited from entering the area.

Security officials claimed around 250 militants have been killed in several clashes in the Orakzai district. Pakistani Taliban leader Hakimullah Mehsud was believed to have control over this region. The latter is thought to have been killed in an U.S. drone strike in January this year.

Sunday, March 11, 2007 The Malta Labour Party (MLP) wins this year’s round of local elections, in which the turnout was 68 per cent, which could have been higher perhaps had it not rained all day yesterday.

The Malta Labour Party wins an absolute majority of around 53 per cent and the Partit Nazzjonalista (Nationalist Party) 43 per cent, with the rest of the votes going to Alternattiva Demokratika (AD) and independent candidates.

In 2004, the last time elections were held in the same localities, the MLP won 50.2 per cent of the vote, with the Nationalists securing 46.4 per cent and AD 1.5 per cent.

The elections held in one-third of Maltese localities, in 22 localities out of 69 localities. These localities are 16 in the island of Malta: Birgu (Città Vittoriosa), Qormi (Città Pinto), Siggiewi (Città Ferdinand), Attard, Birzebbugia, Floriana, Gharghur, Gzira, Hamrun, Luqa, Marsaxlokk, Mosta, Paola, Safi, Santa Lucija, Swieqi, and in 6 localities on the island of Gozo: Kercem, Munxar, Qala, San Lawrenz, Xaghra, and Zebbug (Gozo). The largest locality in this round is Mosta and the smallest locality is San Lawrenz.

According to the Maltese Ministry for Justice and Home Affairs, local council elections are held every three years, on the second Saturday of March.
