Australian government to introduce electronic Medicare rebates

The Australian federal government has announced that it will be introducing an electronic system for Medicare rebates within the next twelve months. Under the new system, patients will be able to receive their Medicare rebates electronically without having to visit a Medicare office.

During an interview in Sydney today, Prime Minister John Howard, along with his human services minister Joe Hockey and health minister Tony Abbott, announced that patients who pay for the services of a doctor using their credit cards will be able to receive their rebates electronically within 24 hours. Under the current system patients must visit a Medicare office to receive their rebates.

John Howard said the 80,000 people per day who queue at Medicare offices will no longer need to spend their lunch break in line at Medicare.

According to the government, doctors who bulk-bill their patients through Medicare will benefit through faster payments and reduced paperwork. “If it’s a bulk bill transaction; all they do is hand over their Medicare card,” said Mr Hockey.

“The Medicare card is swiped in the EFTPOS device, all is done.”

“Doctors will be rebated within 24 hours.”

“Currently doctors are rebated up to 14 days for bulk bill claims.”

The government claims that electronic rebates will be less expensive to process—costing only a few cents, compared to an estimated AUD $3.50 for an over-the-counter transaction. Despite this, patients who still wish to visit a Medicare office to receive their rebates will still be able to do so.

The minister for human services was quick to assure Australians that Medicare offices would remain open saying that over the past twelve months they have taken on an “expanded role” with the Family Assistance Office’s services being provided in Medicare offices.

Ukraine opposition candidate Yushchenko is suffering from a Dioxin intoxication, doctors say

VIENNA – Doctors from the Rudolfinerhaus clinic in Vienna say “there is no doubt” Ukrainian opposition leader Victor Yushchenko was poisoned with Dioxin.

Yushchenko’s body had about 1,000 times more than the normal concentration of the toxin. It is unknown if there were any other poisons in his system.

Although it has not yet been proven that the poisoning was deliberate, doctors suspect it was. “We suspect a cause triggered by a third party,” said Michael Zimpfer, head doctor at the Rudolfinerhaus clinic. He suggested the poison may have been administered orally, through food or drink.

Today’s announcements are a follow-up of an earlier press conference, where Dr. Korpan that there were three hypotheses under consideration, one of them involving dioxin. He did not reveal what the other two hypotheses were. Dr. Michael Zimpfer, director of the Rudolfinerhaus clinic emphasized that time there was no proof yet to specify the substance causing the illness.

Yushchenko left Kiev on Friday (2004-10-12) for further examination in Vienna. When Yushchenko fell ill on October 6th, Ukrainian doctors had initially diagnosed food poisoning, leading to speculation that he had been poisoned deliberately. The illness has disfigured Yushchenko’s body and face which doctors say could take up to two years to heal.

He fell seriously ill on the September 6th, during his presidential campaign. Yushchenko was taken to the Rudolfinerhaus clinic of Vienna, where he stayed for four days under Dr. Korpan’s care. He was diagnosed with “acute pancreatitis, accompanied by interstitial edematous changes.” These symptoms were said to be due to “a serious viral infection and chemical substances which are not normally found in food products” as his campaign officials put it. In laymans terms, he developed an infection in the pancreas and got a bad skin condition that disfigured his face with cysts and lesions. The skin condition has similarities with the chloracne associated with dioxin posioning according to a British toxicologist John Henry.

Media reports exaggerate cell phone risks again

Several mainstream news outlets have misstated and overstated a possible link between cellular phone use and decreased fertility in men. A single experiment, which has not yet been published in any peer reviewed journal or replicated by other scientists, observed an average decrease in sperm motility and an increase in free radicals among laboratory sperm samples that were exposed to radiation similar to the radiation produced by cellular phone use.

Dr. Ashok Agarwal of the Cleveland Clinic estimates the overall health impact of cellular phones as “very safe” and reassured a Cable News Network reporter that the research was too premature to advise lifestyle changes for the public. “Our study has not provided proof that you should stop putting cell phones in your pocket. There are many things that need to be proven before we get to that stage.” He noted that his own cell phone was in his trouser pocket while he was giving the interview. Dr. Agarwal is the lead researcher for the study and Director of the Center for Reproductive Medicine at the Cleveland Clinic.

Cell phone industry spokesman Joe Farren agreed with Dr. Agarwal’s assessment about the devices’ overall safety: “The weight of the published scientific evidence, in addition to the opinion of global health organizations, shows that there is no link between wireless usage and adverse health effects.”

The controlled experiment used sperm samples from thirty-two donors: twenty-three healthy men and nine men who had fertility problems. Sperm were then exposed to radiation for one hour at 850 megahertz, the most common frequency for cell phones in the United States. Dr. Agarwal’s study raises a possible concern that cell phones kept on belts or trouser pockets and used in conjunction with wireless bluetooth earpieces “could cause harmful effects due to the proximity of the phones and the exposure that they are causing to the gonads.” He also noted that follow-up research is needed to determine whether the body’s skin and other tissue affords protection from the potential damage.

Several news sources ran misleading reports that overstated the risk.

The Los Angeles Times asserted a fallacious causal relationship that Dr. Agarwhal had not drawn and ignored his opinions that cellular phones are safe and no change in phone use is necessary. Instead, the piece opened by ordering men to stop keeping cell phones in their pockets:

Ciol News ran a similar account:

“Beware men! Do you have the habit of keeping your mobile phone in the pockets of your trousers while talking on hand-free? Or do clip the mobile to your belt while talking? If so you are doing that at the cost of your fertility, warns a recent study.”

Mobile Magazine went a step further, also alluding to previous media exaggerations about cellular phone dangers:

“Oh no! It seems that mobile phones are getting even more problematic than ever. After getting linked to everything from migraines to cancer, it seems that the radiation from cell phones is now being connected to stupid sperm. Yes, I’m talking about the little swimmers that lead into a conversation about the birds and the bees.”

Mobile Magazine also ended in a misleading manner with “I wonder if it’s healthier to put your phone in your shirt pocket instead,” failing to mention that Dr. Agarwal had addressed that concern and had called it an unnecessary precaution.

Not all news sources overplayed the findings. CNN and United Press International ran balanced reports that did not suggest dangers or precautions beyond the lead researcher’s conclusions.

30 dead in Spain metro crash

At least 43 people have died and at least 46 injured, 4 of whom are in critical condition, in a metro train crash in Spanish city of Valencia, according to the regional government.

It has been reported that two of the carriages have derailed and overturned, leading to the evacuation of 150 passengers.

A part of the wall in the tunnel between the Plaza de España and Jesús stations in the southwestern neighborhood of Patraix may have collapsed, causing the derailment of one of the carriages, which in turn caused the carriage behind it to overturn.

Another theory put forth by subdelegate of the regional government Luis Felipe Martínez is that the wheels on one of the carriages fell off while the train was speeding. The same source has also confirmed that there are two overturned carriages.

The fire department, paramedics and local police are on the scene after a passenger in the crashed train called the emergency services at about 1:03 p.m. CEST (1103 UTC). The authorities have closed the area to all road traffic and routes 1 and 2 of the Valencia metro system, which use the affected rail tracks, are shut down.

The incident comes days before Pope Benedict XVI was due to visit Valencia for the World Meeting of the Families, expected to be attended by one million pilgrims.

Over 1000 illegal immigrants arrived at Canary Isles this weekend

A high number of illegal immigrants, mainly of African origin, arrived on the beaches of the Canary Islands this weekend. Although the exact number reported varies, it seems that more than 1000 have been registered. One person did not survive the trip.

Earlier this year, in the weekend of May 12, 974 immigrants set foot on different isles. This Saturday alone, 674 foreigners have been found without the proper documents. Early August it already became clear that immigration numbers were increased dramatically, when officials reported a 307% increase (14,589 immigrants, compared to 4,751 during the same period in 2005).

A special session of the Canarian regional government pertaining to the immigration question is planned for Tuesday. Some Spanish sources expect these events to reopen the political debate on this issue.

The immigrants generally leave the African continent in overcrowded canoes, embarking on a dangerous boat trip. They try to reach the archipelago, which, being part of Spain, serves as an outpost for immigration into the European Union. Boats are often intercepted in Spanish territorial waters. On the shore, humanitarian organisations like the Red Cross are waiting to provide the first care to the travellers. On arrival, hypothermia, dehydration and minor injuries are the most common problems.

Thereafter, officials try to establish the immigrant’s identity. Most of them have no legal grounds for immigration, but cannot be repatriated because they conceal their identity, or because they are less than 18 years old. In that case they are taken to a state Foreigner Internment Center, where they can be held up to 40 days. Since Spain lacks bilateral agreements with most countries around the Mediterranean Sea except Morocco, they cannot return the immigrants without negotiations. If they aren’t arrested upon arrival, or when the procedure doesn’t result in repatriation, they can freely enter Spain and the European Union.

Root believes that America is in trouble and hopes to change that if elected.

Are Donald Trump &Amp; Cleveland Mayor Frank Jackson Strange Bedfellows On Immigration? (Part Ii)}

We don’t hear about translating city hall website and materials to OPEN up the city hall for all people — as part of a language equity policy. We don’t hear about doing outreach to existing immigrant communities, with law enforcement, libraries, and others, to build community, groom civic leaders, educate on naturalization and visas for victims of crime and human trafficking.

We don’t hear Jackson talk about political asylum, or for Cleveland to provide sanctuary to those who find their way to our city as tourists or students, but who cannot return home for fear of persecution based on political opinion, religion, ethnic group, or sexual orientation.

Instead, we hear about some inchoate plans to create an Orwellian Dream Neighborhood to segregate new refugees in rehabbed homes. The plan appears to be driven by private interests/developers, not city hall. Also, refugee resettlement itself is managed by nonprofit resettlement agencies, like Catholic Charities, not city hall. So, it’s hard to understand why the city is talking like its THEIR program.

Its still not clear what the program is, despite being talked about for years.

In any event, in light of Jacksons longstanding rebuff of immigration-based economic development and welcoming strategies, like those embraced in, Philly, Pittsburgh, Detroit, Cincinnati, Dayton, St. Louis, Columbus, Buffalo, Toledo, and so many other cities—- with his “Cleveland Takes Care of Its Own” mantra it is hard not to be skeptical of the mayor and his team (which extends to non-profits that helps lead, like Global Cleveland) when they talk about welcoming refugees. Those who have dipped into the issue know that Frank does not believe in actively welcoming and attracting immigrants to help rebuild the city’s population and economy.

Could it be that Global Cleveland or its new pet project the Dream Neighborhood, might merely be a public relations move to distract the community and mask the Mayors nativism — making Cleveland APPEAR a bit, well, immigrant-friendly?

Jackson and his team know that refugee flow is dictated by the federal government. A small number of refugees enter the U.S. per year, 65,000 to 85,000. A trickle will make it to Cleveland. Small enough not to change Frank’s agenda. Jacksons allies in local politics, business and philanthropy, must know, certainly, that Cleveland is an outlier in the rust belt in the immigration game. They don’t want to look too bad, so voila, the Dream Neighborhood.

In any event, refugee resettlement, as important as it is, and the Dream Neighborhood, whatever it is, are not a substitute for a comprehensive immigration integration strategy. Joe Cimperman, the longtime downtown Cleveland City Councilman and new head of Global Cleveland, knows this. During his 18 years on City Council, and despite being a child of an immigrant, Cimperman has largely avoided immigration issues, and certainly has ignored the opportunity to revitalize the city by welcoming and integrating a new wave of immigrants. In 2013, Cimperman and his City Council colleagues joined Jacksons administration in boycotting Welcoming America, an umbrella organization for nearly 100 communities nationwide, when it came to the city seeking a partnership with the City and Cuyahoga County on crafting local immigrant integration strategies. Even today, he is heard defending Jacksons response to those questioning the Citys commitment to its immigrant community and their unique challenges.

Joe Roman, the President of the Greater Cleveland Partnership (GCP), the citys chamber of commerce, equally avoids the issue like the plague, not wanting to fall out of Jacksons favor. Roman declined a request to do a Cleveland event around immigration reform a few years ago with the Partnership for a New American Economy (a coalition of CEOs and mayors around the country, convened by Michael Bloomberg and Rupert Murdoch). While other city chambers of commerce around the country lobby aggressively for creative immigration reform to boost their local economies, GCP sits quietly on the sidelines.

Years ago, Columbus surpassed Cleveland as Ohios immigrant and global city. The foreign-born population in Columbus nears the national average of 13%. A decade ago, a woman asked then-Mayor Michael Coleman to build a fence around her neighborhood to keep out the growing number of immigrants from Africa and Latin America who were making Columbus their new home. A couple of years ago Coleman recounted the exchange to the Columbus Dispatch: I told her, Maam, not only am I not going to build a fence, but Im going to put up a welcome sign and do everything I can to attract more immigrants here. Coleman soon announced a New Americans Initiative to help immigrant newcomers transition to their new city and become successful.

Progressive political, business and university leadership have paved the way for immigrant talent and entrepreneurship flows into Columbus. Have you ever wondered why there are 40,000 African immigrants in Columbus, and only a handful in Cleveland? The answer: enlightened leadership and local policy. Clearly, when Mayor Jackson pushed out the Somali and Ethiopian taxi companies and drivers in his first mayoral term, many of them Muslim who were ticketed for praying at Hopkins Airport, harassed, and ultimately denied access to contracts at the airport, the word spread around the country, and around the world, that Cleveland does not welcome immigrants. Due to the harassment and loss of business, many of this new wave of African immigrants left Cleveland for greener pastures in other cities around the country.

Ironically, with politics at City Hall driven by African American leadership, immigrants of color do not often feel welcome.

Real change is not drip, drip. Real change is not deceptive and manipulative. Real change does not divide. It is inclusive of EVERYONE. The problem is that Cleveland leaders do not really want change that meaningfully includes immigrants.

Numerous journalists have told me that Jackson declines media requests to talk about his immigration strategy. There are reason for this. One, he has no immigration strategy. Two, he doesn’t want anyone to know he doesnt have one. And three, he doesn’t want one — he believes that immigrants will hurt Cleveland by competing for jobs, changing the race-political game, and changing the definition of diversity from a black/white paradigm.

Since Frank does not grant media requests to discuss this issue, it is up to citizens to ask Jackson, publicly, when the cameras are rolling, why he feels this way. While Trump at least speaks his mind on immigration, Jackson stays largely mum. Other than saying that he seeks to take care of our own, he offers no insight as to who are our own. Does this include the thousands of undocumented immigrants living now in Cleveland? Further, he declines to specifically address why he feels that the economists research on immigrant contributions is wrong, and why so many other cities in the rust belt are misguided to work hard to integrate and attract immigrants.

When Jackson is asked publicly about immigration, which is rare, but usually initiated by Attorney Joseph Meissner, a Green Beret and co-founder of the Harvard Law School Civil Rights Law Journal, Jackson is almost indecipherable. Here is a recent example of Jacksons incomprehensible jabberwocky in answering a citizen question on immigration. When asked about his immigration programs, Jackson responded:

“Programs is programs…We don’t believe in programs…sometimes you are worse off after programs.”

Huh? Isnt the Dream Neighborhood his program? What about the hundreds of programs currently under his management at city hall?

For a deeper dive, you may be also be interested in checking out Cleveland Needs Immigrants: Why and How to Welcome More Foreign Born Residents which was the original plan for Global Cleveland, until the Cleveland Foundation and the Jewish Federation, in order to appease Jacksons discomfort with immigrants, said “no way Jos” and pulled the plug on the immigration strategies. After focusing on welcoming boomerangers, dumping nearly $5 million (some of it funded by Governor Kasich), wasting 6 years and running through 4 executive directors, Global Cleveland has accomplished precious little.

Perhaps that was the intent all along?

In light of such entrenched parochialism and insularity, one has to ask the questions: Why even bother launching organizations like Global Cleveland, or engage in prolonged civic dialogue about empty projects like the Dream Neighborhood or La Villa Hispana?

Because it creates the appearance that the necessary and important work of immigrant inclusion is actually being done.

The modest Polish immigrant family with the last name Ratowczer (later changed to Ratner) that immigrated to Cleveland in the 1920s and founded Forest City Enterprises, now a multi-billion dollar national real estate development firm, would surely be ashamed of how little their city embraces the immigrant spirit in the 21st century.

On July 18, 2016, Trump will be in Cleveland for the GOP Convention. He will find many friends here who understand that immigration is a powerful wedge issue that can be played for political advantage, much to the detriment of the American people.

Build a wall? Well, in many ways, Clevelands leaders have already built a wall. To make Cleveland great again, its time for the people to tear it down.

More dog and cat food recalled in the United States

Natural Balance Pet Foods has recalled some of its wet and dry food for cats and dogs after several owners said that their pets were becoming sick. The company urges owners to stop feeding their pets the food immediately.

The brands recalled include Venison & Brown Rice Dry Dog Food and Venison & Green Pea Dry Cat Food.

Last month, Menu Foods recalled all of its 60 million products of dry and wet dog and cat food after pets began to fall ill and in some cases died of kidney failure.

“Natural Balance, Pacoima, CA, is issuing a voluntary nationwide recall for all of its Venison dog products and the dry Venison cat food only, regardless of date codes. The recalled products include Venison and Brown Rice canned and bagged dog foods, Venison and Brown Rice dog treats, and Venison and Green Pea dry cat food. Recent laboratory results show that the products contain melamine. We believe the source of the melamine is a rice protein concentrate. Natural Balance has confirmed this morning that some production batches of these products may contain melamine,” said a press released issued by Natural Balance.

The FDA states that the “investigation remains open and active, and the agency continues to follow leads to get closer to the root cause of the problem and to ensure that all contaminated product is removed from the market.”

“The source of the melamine appears to be a rice protein concentrate, which was recently added to the dry venison formulas. Natural Balance does not use wheat gluten, which was associated with the previous melamine contamination,” said the press release.

Bags, cans and zip lock bags of the food are expected to be the most affected.

“The products are packaged in bags, cans and zip lock treat bags and sold in pet specialty stores and PetCo nationally. No other Natural Balance products are involved in this voluntary recall as none of our other formulas include the rice protein concentrate,” added the press release.

The company states that the food, Venison & Brown Rice Dry Dog Food and Venison & Green Pea Dry Cat Food, are the only brands affected by the recall.
